Hot Tubs, Legionella and Why Getting the Risk Assessment Right Matters

A hot tub should leave your guests feeling relaxed – not send them home with Legionnaires’ disease.

A recent investigation involving a rental hot tub linked cases of Legionnaires’ disease to the spa system. It is a useful reminder for UK spas, health clubs, gyms, hotels and holiday accommodation that Legionella management is much more than having a certificate sitting in a folder.

Why are hot tubs and spa pools higher risk?

Hot tubs can create excellent conditions for Legionella and other microorganisms.

You have warm water, people introducing contamination into the water and powerful jets producing aerosols that can be inhaled.

That is why the HSE has specific guidance, HSG282 – The control of legionella and other infectious agents in spa-pool systems.

A Risk Assessment should actually assess the risk

This might sound obvious, but we regularly say the same thing to our clients:

A Legionella Risk Assessment is not just a document.

A competent assessor needs to understand the actual system.

For a spa or health club, this means looking beyond the taps and showers. The assessment should consider the spa pool or hot tub itself, water treatment, circulation, filtration, dosing systems, temperatures, cleaning and disinfection, monitoring, maintenance and what happens when something goes wrong.

It should also establish who is responsible, whether they are competent and trained, what records are maintained and whether the control measures are actually working.

HSG282 specifically expects the assessment to consider management responsibilities, competence, safe operating procedures, monitoring, inspection, maintenance and remedial actions. It should also be linked to a written scheme of control.

Don’t just tick the Legionella box

For a busy health club or spa, water systems can be considerably more complicated than they first appear.

You may have:

hot and cold water systems, showers, spa pools, hot tubs, treatment equipment, storage vessels and other systems capable of producing aerosols.

Each needs to be understood and assessed properly.

A generic assessment based on a quick walk around the building may completely miss how the system operates and where the real risks are.

Certificate on the wall? Great.
Understanding your water systems and controlling the actual risk? Much better.
